Cannot speak for those in England but in Scotland any crime committed is reported to the Procurator Fiscal by law enforcement agencies or similar . He (or she ) determines whether or not to prosecute . He is an independent entity . Certain " crimes " like litter dropping , parking on a double yellow line or dog fouling carry fixed penalties . Democratic - works well in our wee country !
